State restrictions on food seem to be completely against libertarian values. At the same time, I understand that junk food is one of the biggest factors in constantly increasing health care costs and general well-being of society. One idea could be to tie consumption of junk food to healthcare costs.

That way you're still free to consume whatever you want but it doesn't negatively affect healthcare costs for the whole state. It'll also deincentivize people from consuming it. Can also brainstorm a whole set of incentives and anti-incentives around. Better to do it that way instead of outlawing outright.
