From my perspective it is not the same. Public goods generally tend to focus more on utility rather than user experience (not always tho). Profit and market mindset may change the budget planning and the design of the app. For instance, a public goods project with a budget of $5,000 might primarily consider how to accomplish the necessary tasks, with little even no budget allocated for UI/UX or marketing. On the contrary, a consumer app may prioritise market access and consumer engagement first, so a consumer apps may use $3,000 budget on user interface, marketing and advertisements first, rather than maximising the apps' utility and functions.
