Idk about protecting, more like pointing out the blame isn't all on Mexico. The US weapons industry is part of the problem along with the US prison system and drug consumption demand.

Yes, and she could have said, "The cartels are a danger to both our countries. Let's work together to eliminate them. Help us by stemming the flow of arms from all sources."

Perhaps but that's not what Trump was saying either, he accused the Mexican government of being an ally to terrorists.

That could well be true. In fact, given the amount of money and the horrific level of violence it's highly probable that large sections of their government are captured.
