If the app addresses are deterministically linked to your seed phrase and primary address it’s a step up from the current privy and smart wallet fragmentation where you barely own your keys and they are spread out over many secrets.

It shouldn’t be, it’s pretty much how bitcoin works. Most privacy preserving wallets generate a new unused address for every transaction for privacy. Instead it would be app specific, perhaps with salt logic to get the same address from scratch each time. The real problem is funding each address without linking.
