Depending upon how you mean accountability, I don’t think that’s the job of infrastructure, I think that’s the role of the user to decide, data transparency is what a chain does

Let’s say person A tips person B for behaviors person B has performed which are quantified through some data layer. The service person B has participated in has a long tail value driving the goal of that metric, if goals are hit then disperse some value back to A

Interesting idea! It would definitely change the dynamics of tipping and could provide more recognition for creators whose content has lasting value.
