the transaction costs in finn's article have to do with negotiation, onboarding, etc. pay for performance is much cheaper. But in many domains it's difficult to attribute performance to certain actions therefore, solving the attribution problem would solve transaction costs by transforming it into pay for performance

incidentally, solving the attribution problem is isomorphic to solving the problem of retroactive funding for public goods The questions are simply: 1. someone did thing X, how much is that worth to the rest of us? 2. how do we know someone did thing X?
