It would be great if there a HUGE penalty for spammy behavior.

what about introducing penalties for spam? 

if you spam, you have to pay warps to post in channels (posting on your account is still fine)
or alternatively, time-bound penalties (blocked out for increasingly more time the more people report you as spam)

this is a problem of warpcast and not of /degen imo
