In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

In Italy, we have preferred lanes for taxis and buses like shown in the image. It makes sense that if you pay for a taxi, you shouldn't be stuck in traffic like everyone else. It doesn't make sense to pay that much for a taxi and still be in traffic, especially since it's usually very expensive.
