Only the centralized frontend, built by Uniswap Labs, can be regulated. The v1, v2 & v3 uniswap protocols are all fully decentralized, running on chain. No one has any means to shut 'em down.

imho only a matter of time, right now its just experimental tug of war. but the deployed software seems to work exceptionally well without downtime for anyone to build on top.
