Yea. It’s not like he gets to keep the money he stole. The money saved from housing prisoners could be reinvested into post-prison programs to prevent repeat offenses. Long probation would be ok.

Ok but if he faced a maximum of 3 years nomatter what, then what would incentivize him to return any stolen funds that are hidden away?
