submitting the migration proposal takes a snapshot of all the holders. if you could put it up before the pause then the final auction winner would not receive their token on L2

for voters it’s broken up into: 1. pause auctions / change gov settings 2. migrate DAO to base 3. unpause on L2 / change settings back 4 - n. bridge treasury each step should be proposed after the previous step is executed

allows L2s to post data with an alternate fee structure. it essentially gives this type of data its own fee market that doesn’t impact the rest of the network. will reduce L1 fees indirectly as users will not be competing with L2s for gas.
