1) accounting complexity - they are not used to it
2) high fees

There are 2 types of business. Those who take cash to report lower taxes (lots of brick mortar physical businesses in all parts of Asia) do this. Those who have very high cc rates so take cards on minimums. You should target the latter. They usually have a sign in their store or you can ask them.
