it's a growing risk of kleptocracy, since there's lagging political capital and shrinking possibility of capturing it once deployed. theoretically, any unity is backlash against whichever party decouples from the silent majority, but it could always be the worse outcome where turnout decays to the point that any bad actor can be independently elected.

A huge cost... the in between times consist mostly of one side trying to hinder the other so that they can say "look they failed". When in reality we all lose.
