@eigenlayer geo-location controls apply to Eigen Claims detected to originate from the following jurisdictions.... 
They let people from all over the world to deposit ETH but blocked them from claiming rewards.

Looks like a panic move by them. 
But anyway, use a VPN and it will work for you.
