The EU Parliament is contesting the money that was unfrozen. So that move is a loss, not a win, for Orban. The Hungarian forint dropped to a one year low against the euro on the news. https://dailynewshungary.com/dramatic-fall-hungarian-forint-plunged-to-a-one-year-low/

Feels like Hungary shouldn't even be part of the EU under Orban. Not saying they should be kicked out, but his govt represents the opposite of the values Member States are supposed to hold + he's more friendly with Moscow than Brussels. Maybe just happy to stay so long as Hungary remains a net beneficiary of EU funds.
