This won't pass. There is no country that taxes their HNWs' unrealized gains this broadly. But... Consider that Germany, Canada, and Norway all have their own versions of "Departure Tax". This, in practice, taxes unrealized gains for HNWs who seek residency in another country.

Sounds like more of fishing for voters than a real proposal that can tax. Does the president even decide on taxes in the US?

Usually prompted by prez. Logistically starts in Ways and Means before Congress passes the bill. Then circles back to prez for approval or veto. Agreed that loud proposals get voters' attention. Also serves as something of an anchor point in future policy negotiations. Start here - settle for Departure Tax.
