Is it the politicians fault? UK has some super friendly startup offers. And incredibly easy to open a company.

For example, I have a friend who graduated from Stanford and set up a company in the UK. He did not get visa because immigration thinks he is unqualiefied. The UK needs to chew its Brexit shit for the next few decades and it is going to be decline only.

This! People would just open it whenever it's easier and faster, all countries are now in competition If you were born in UK and only ever lived there then you may have something but imagine also bringing in employees without UK passports... It's a super complex problem and no one is willing to take on it, while people in UK and other countries in similar shape see no issues
