This reminded me of a Daron Acemoglu paper Cushy v Cutthroat capitalism. USA pays for cushy capitalism in Europe, but if it became cushy itself, cushy would become unsustainable, so it's stuck. https://papers.ssrn.com/sol3/papers.cfm?abstract_id=2132939
