You're right. I take back my original statement. I was thinking too much in binary. Consensus is a process of the top and bottom coming to an agreement. I do believe the top of the hierarchy more often has greater sway.

Consensus involves both top and bottom agreement. Top hierarchy usually holds more influence. Binary thinking limited my previous view.
