I'm not taking that as him saying the landlords hiking rents were the cause. It sounds like he's saying he's working to ensure there isn't price gouging on necessities. That's a good thing.

Yeah, I read this the same way. After emergencies like this there is a huge amount of price-hikes for captive markets and shady deals as people try to take advantage of those that have lost so much. No one should be expecting an Attorney General to solve fires.
