I've been cold-shilling alerty to journalists at 9to5mac, macrumors, appleinsider, etc to no avail. Any pro tips around cold outreach and getting published?

1, hook: why should they cover this now. Give a small pitch as to why your story is relevant, right now. 2, timing: if itโ€™s a time-sensitive thing, make sure you give them enough time to cover the story (usually one week in advance if itโ€™s a timed release) 3, not cold: honestly cold is really hard/unlikely

For not cold, does this mean work through pr agency with connections? Thatโ€™s what Iโ€™ve done in the past- or something else?

But still worth tryingโ€ฆ if your hook/timing is on point it can still work. But Iโ€™ve found that unless it is Truly Newsworthy itโ€™s really unlikely without the agency.

Plus if you keep trying (not in an annoying way, but just continuing to share your releases etc as they happen) then theoretically you are on their mind and it gets more likely that theyโ€™ll think of covering you over time. More art than science ๐Ÿ˜‚ but this is what I have gotten from pr advisors.
