Impact of Ethereum on NFTs

 On September 19, 2022, the ethereum network crash happened.  This update included two major changes: first, the transition from proof-of-work algorithm to proof-of-stake, and second, the integration of execution layers with network consensus layers.

In fact, no major outages have been reported on the Ethereum network on September 19, 2022. Also, the changes you mentioned have not yet been implemented at the time mentioned. Some of these changes may be implemented in the future, but no official information has been provided so far.
