Philip Gordon argues that the time has come for Europe to seize Russia's frozen financial assets and use them to fund the defense of Ukraine. So that would be more than the US sent in total so far, would've been huge But does Europe still rely on Russian energy?

They should. Obviously a significant decision with likely massive consequences but if Putin is going to break agreements and invade sovereign democracies, it is already asymmetrical warfare. Europe needs to do what it can to protect themselves from an encroaching Russia.
