While establishing a U.S. Crypto Strategic Reserve might legitimize crypto assets, doesn’t government ownership fundamentally undermine the decentralized ethos that drew us to crypto in the first place?

an asset can be decentralized, like BTC, and owned by the gov for strategic or other reasons. both can be true. 

I think the tension here is between those who earnestly believe this is beneficial to U.S. national interests and those who see this as an opportunity for exit liquidity.

the latter motivation is, as you described, at odds with the values and ethos of blockchains like bitcoin.
