In order to allocate capital, we need to measure impact. In order to measure impact, we need truthful data.

Put another way, we need to make it incredibly costly to fake impact. So much so, that the only economically rational thing to do is to act honestly and build for Nouns. 

We require periodic updates from builders. Different verification methods aim to make it harder to maintain a lie over time.

But we still need to rewards investigators to research, spot, and challenge liars. There's currently no explicit reward to do this, outside of the implicit incentive of being a TCR token holder.
