🚨 Spam Bans Part III 🚨

Reset all points, tip allowances, and spam labels due to numerous false positives in the Warpcast spam label dataset. Hot-testing new ideas tomorrow.

@jacek This is a good move. As of now, it is better to stay away from warpcast spam label and there are lots of false positives and out of 481,624 farcaster ids, only 44,054 ids are not spamy and it changes every week and  I know some of the good creators also got spammy label. 
Better to take a case by case ban approach on farmers to avoid lots of confusion among the community. I think nuke degen should work if you put action on it whenever you find out degen tips are misused than rewarding creative contents.
