how does ethereum or bitcoin remain decentralized with post quantum cryptography?

if we need to re-sign everything and public key + signatures x20 in size... chains are doomed to be bigger and keep getting bigger w/ nodes needing more storage and bandwidth

what am i missing?

There are multiple good "quantum proof"* solutions. For example StarkNet is based in STARKs, which are quantum proof even today. We want more maturity for some of the newer algorithms, so migration is expected, but not a high priority. 

* we don't know of a quantum algorithm which effectively breaks it.
