interesting question, my kneejerk is that the fiscal structure dictates how it compensates for environment. my followup is besides war & modern approach to epidemics, is the "buy wall" just modern entitlements? if so, is it subsidized demand not recycling to surplus, or too extensive a necessary beneficiary base?
