Why does Electric Capital not recognize L2s as part of Ethereum? I searched the 218 page report and there are no mentions of "layer 2s".

Is there a point of maturation where Electric Capital recognizes layer 2s existence as part of the layer 1 Ethereum?

The first show I've listened to that has acknowledged Ethereum as the fastest growing network of new developers from Electric Capital's developer report is @bankless.

Ethereum has 12,501 new devs in 2024 compared to 2nd place 7,625.
