The assertion is essentially that web wallets are a workaround for compliance issues but I don’t think that’s true.

ie I don’t think Coinbase is going to start showing unvetted DEX tokens on the app because the legal issue exists even with smart wallets.

it would require a third party provider to vet those tokens, of course. per the article a CEX "[can] "list" tokens with much lower legal risk (see a judge’s recent ruling that Coinbase Wallet is not a broker)"
