Interesting, learned from the book Good Strategy Bad Strategy that DARPA "retains program managers for only four to six years to limit empire building and to bring in fresh talent. The expectation is that a new program manager will be willing to challenge the ideas and work of predecessors"

I remember mentally highlighting this part as well. Japanese public schools (at least in parts where I've interacted) do similar rotations with the entire staff, teachers, principals, and all. Not sure if it's also to prevent empire building, but I wouldn't be surprised if that's at least a consideration.

One of consultancies I know of explicitly states, by the time you are 28 you either become a partner (rare) or go somewhere else. Same reasons. TBH, if you are 28 there, you have a line of willing prospective employers.

This is similar to the way top-notch universities and research institutes keep the edge. Unfortunately, the standard is the system where positions are almost “inherited” in a decades long process.
