genuine q: how fool hearted is the desire to have liquidity across all evm compatible chains accessible from all evm chains?? is this just non-technical idealism?

It’s not a fool hearted desire! It’s definitely how things ideally would work. I think most people would say that at some point something close to that should be possible. I think though it is a long way away.

Depends, having all predictions liquidity on one chain prevents there from being small liquidity pools and different betting odds across chains. But, there's friction for any non-native polygon users (i.e. bridging). In Polymarket's case, I'd want to concentrate (the little liquidity there is) on one chain.
