I'm curious, what does it mean to you when someone says: “I’m spiritual but not religious”?

I think it just has to do with the fact that Religion is a doctrine and he doesn’t fancy it. Being spiritual has to do more with a personal quest for meaning, purpose, and connection to something greater than oneself and I totally agree with him.
