I believe that this cannot be done so aggressively, the population must have the minimum services while you make the cuts and in this case it is not like that.

If you read carefully, it’s clear he’s done it in stages, spanning a whole quarter. The numbers represent in total less than 10%, and most are in the areas which are not crucial to running the services (contractors and temp workers). Don’t forget that bloated government leads to inefficiency, as proven by UK.
