Since the 1990s, the Council of Europe has been implementing initiatives to protect women from violence, including developing recommendations and running a Europe-wide campaign. In December 2008, the Council of Europe's Council of Ministers finally convened an international group of experts to draft a convention covering all forms of violence against women. Austria also participated in the negotiations of the text of the treaty.
