admittedly I have never really tried to bridge it L2<>L3, but I attribute it to the extra friction

Agreed. It's complicated and confusing and I don't understand the why.

Yeah I feel like I am constantly being asked to do more and more administrative work for less and less benefit. It's frustrating.

Buying in and showing support only to be given more friction so farmers can’t dump on us puts the effort on holders to pay attention as much as the farmers. It is mentally exhausting to keep up with something thats at a loss. It’s causing a lot of cognitive dissonance in my brain too.
