During the US Civil War, the Union invented the commodities market to reduce fraud within it's military supply chain:

"To...feed the army and its mounts at a reasonable cost, Watson proposed an innovation. Instead of signing large contracts, he was going to use the Chicago Board of Trade to fracture Union purchases into hundreds of tiny contracts, each for 1,000 bushels."
