That's the problem with everyone having nuclear submarines. So you basically respond by just shooting all your enemies and then world is gone

My guess is if we get to that point it’s long into a fight between nato vs another large group of countries that have teamed up and they all get the retaliation strike all at once and then it’s game over for everyone.
