I don't know if it's necessarily cultural or political; apps from here seem to work there.  So there is existence proof that it can occur.

The genesis has to do with the strategy of Tencent, which created a virtuous cycle via investment in the ecosystem.

Similar incentive mechanisms could work.

hard to say but I think convenience and efficiency of doing everything in one app trumps any superior experience you'd get elsewhere
