How can we motivate people to separate garbage and generally take care of the planet, if educational activities do not help?

I think, the strongest motivator is money. 
I saw in comments a suggestion to implement a penalty system, but it's too difficult,  it's an occasion for corruption and "stick method" will not work properly. 
But there's a "carrot method", when people taking care of nature are encouraged. 
Here in UAE we collect garbage in special traceable bags and put them in special container. Than we receive some points that can be used to get discount in shops and delivery.
Many countries include the price of the bottle into the final product price. And after usage you can throw bottle away or you can return it and get your money back. 
I believe that only positive vibes will work in this sphere, agree?

It is good that we are moving towards it and soon more countries will join such an action. 👍 👍 👍

Unfortunately without government support it's quite difficult,  this activity cannot move on the volunteers' efforts only

I agree, but I'm sure it will take time, but we'll get to it.
