public is very important here -- it distinguishes from private cloud / chain, which is always the more compelling "weak technology" to incumbents public signals strong technology

I think you have to compare it to “public cloud” (as a compound word) which in its early days made companies in more conservative industries (finance, insurance, healthcare, etc) apprehensive due to the concerns about trusting external cos with proprietary data The same can be said about public chains now
