What do you think about the Proposal Bond PR that we put together for the DAO?

Make it easier to propose to ENS by asking the proposer to put up a bond. 

Governance delegates can vote:
- For
- Against
- Against no return
- Abstain

If the proposal does not pass and the Against No Return > Against, the bond goes to the treasury, else, it’s returned to the proposer.

We think this is a good way to increase proposals but keep SPAM low.
