The answer imo is remove staking to get allowance. 

And remove allowances in general. 

Make it so that you have to spot buy degen to tip degen. 

Airdrop the rest of the allowance allocation every month based on tipping usage. 

This has to happen eventually no matter what. 

To support this you could also enable staking to get degen emissions, not sure lifespan on this though.

Spot just means to buy from an exchange or to swap into etc. 

That word wasn’t needed :)

My thesis is that degen actually has enough backing that people would buy it to use like normal currency and tip each other. 

You could even use the previous allowance treasury to match degen swaps if you use their app or something

complicated strategy with many moving parts here
