Decentralizing channels update

1. Phase 1 goes live Thursday morning Pacific time (May 23).

2. All channels will start in unmoderated / Priority mode.

3. Will be easy to add a moderator on mobile and web.

Is this thinking correct:

1. Channels that have a moderator now will be without moderator when decentralised. The feature is off by default
2. Only the owner has access to moderation setting (on/off)
3. A channel can be moderated in client A but not in client B. Moderation decision will propagate across clients
