If you pack flour you easily get more in the cup. Not the same with sugar. Think of it like packing sand or gravel.

Also if you are slightly off with your sugar measurement the result will not vary that much. Flour is a bitch and sensible to humidity and altitude (baking at sea level requires other amount than baking on top of a mountain)
