In India corruption works like a chain. Cash or land for jobs is the worst. One person pays a lot of money to a corrupt official to get a govt job, or a plum posting for an existing govt servant, now when you have invested so much money, you are bound to seek returns of that investment, so you continue with the corruption. This works at all levels. Municipality, education, irrigation. Govt agnostic.

Feel the same. It's very deeply embedded in the system but the music (hopefully) shall stop one day and those who believed to make a return on their investment will get rekt 🤞
