A few

- is the core team high-functioning (examples: Solana, Arbitrum, Base, more) and do they ship?
- is the ecosystem healthy with developers building/trying things?
- does the ecosystem have at least 1-2 identifiable and credible directions they're pursuing (e.g. RWA, social, DeFi)
- $TVL + transactions + tools
