is there a straightforward way to plug the Basenames registry into viem to get the addresses of Basenames and vice versa?

Base names are subnames of base.eth, so should be compliant with CCIP and should work with viem out the box ?

Yeah, resolving via the L1 is the best approach so you don't need branching logic for L2 resolvers.
