I wouldn’t move there ever but it’s interesting to see what you can achieve short-term with a few incentives such as no taxes, good investment deals.

I believe many people go there for a few years to cash in and come back but maybe they’ll use these years well, attract business, some people stay around, others come, a unique flair establishes and it becomes a decent place to live/vacation one day.

You‘re describing an intellectually lazy reductionist view, neglecting the systemic implications and just looking at a numeric outcome that is purely conceptual and not lived reality for most who are part of the actual system.
