These programs are destined for bad experiences in store cause often run just to generate buzz externally, win basket add ons, and clear old stuff. The departments that make them are usually at headquarters and since margins are narrow and optimized already they require tons of caveats in order to not lose money. That makes them hard to use and difficult for employees and stores to implement. Always creates confusion and disappointment.

what is the analogy for customers who claim and insta-dump tokens for projects they never supported at all: Penguins, ZKSync, ... often with relish and some kind of public rationale of moving the space forward
